Recently I have been wondering what it is I am trying to measure if it is not economic development. For a while, primarily because I’ve been reading this book, I tossed around the term ‘civil society.’ That may not be completely accurate, especially since some don’t want to admit that China has one so it might be hard to get those folks to listen. But this little appendix to a business book has taught me the term ‘social sectors’ to describe things like libraries. Not quite the state, not quite private enterprise. They exist in both the public and private sector.
